General
When works protected by copyright, e.g. books, periodicals, scores, CDs and DVDs are temporarily made available, the right holders, such as authors and publishers, must be paid a reasonable fee. This is stipulated by the Law of 30 June 1994 on copyright and neighbouring rights, supplemented by the Royal Decree of 25 April 2004. Reprobel was subsequently charged as a collective society by the Federal Minister for Economic Affairs with collecting and distributing the fee for public lending (Royal Decree of 7 April 2005).
