Mission and Inspection of Reprobel

The Copyright Act introduced the right to remuneration, in order to compensate for the authorised copies and public lending. Reprobel is the only society that has competence to collect and distribute these fees.

Since 1997 Reprobel has managed the right to legal licence remuneration for reprography. And since 2005 Reprobel has also collected and distributed the remuneration for public lending.

The law also provides for authorised digital use in a family setting, and as illustration for educational purposes or for scientific research. However the remuneration for authors and publishers for private copying and digital copying has not yet been legally regulated, while for the remunerations for the rights holders of sound and audiovisual works this is already the case.

A double guarantee for the transparency of the activities and the compliance with the law by Reprobel was also introduced:

  • the law provides for the monitoring of the appropriate nature of the financial management and activities by a supervisory auditor;
  • and the Minister with competence for copyright supervises and monitors the legality of the articles of association, regulations (collection and distribution rules) and activities of Reprobel. The Minister approves in advance the information and official forms for the equipment levy payers and the operator levy payers for the remuneration for reprography.
