Who has to pay the lending remuneration?
It is only the public lending institutions who are required to pay the equitable remuneration.
However, the libraries of certain institutions authorised or established by the government are exempt from the requirement to pay:
- Educational institutions
- Institutions for scientific research
- Healthcare institutions
- Institutions for the blind, visually impaired, the deaf or hearing impaired.
The communities or the state may pay the equitable remuneration on behalf of lending institutions that fall under their authority.
