Attention: the legislation with regard to reprography and education has recently been changed. The information on this website pertaining to reprography fees on the Belgian territory only remains valid for photocopies made (operator fee) and for acts of import (equipment levy on reproduction devices) before 1 January 2017. How are the public lending rights distributed ?

The share of the public lending right remuneration for the rights holders of sound and audiovisual works is currently estimated at 16.5%. Auvibel distributes this share. Auvibel is the collective copyright collecting company that represents the three categories of rights holders – authors, producers and artists – each for 1/3 as prescribed by law.

Reprobel pays the remaining 83.5% (which are related to literary, journalistic, educational and scientific works, but also sheet music, photographs, scripts, illustration...) to the authors’ and publishers’ collective management organisations, with the exception of the share for the foreign rights holders. The distribution between each of the rights holders is regulated by these companies. As legally prescribed, 70% of the remuneration is distributed to authors, and 30% to publishers.

The agreement stipulating the initial distribution between Auvibel and Reprobel has been extended on the 21st of February 2013 and concerns reference year 2010 up to reference year 2012.
